Organizational Context
The International Organization for Migration (IOM) is a UN-related organization dedicated to promoting humane and orderly migration. In Haiti, a worsening humanitarian crisis since 2021 has led to significant displacement and irregular migration due to gang violence, creating high levels of stress and trauma. Access to mental health care is limited, necessitating strengthened support systems and culturally appropriate services.
Job Purpose
This role supports IOM's emergency programming in Haiti by addressing the critical need for Mental Health and Psychosocial Support (MHPSS). The consultant will work under the Senior Emergency Coordinator and Protection Coordinator to implement and expand MHPSS activities. The purpose is to strengthen support systems, build community resilience, and provide essential services to individuals and communities affected by the ongoing crisis, including displaced persons, migrants, and vulnerable populations. The role contributes to IOM's mission of promoting well-being and recovery amidst severe humanitarian challenges.
Responsibilities
Coordinate and implement current MHPSS interventions, aiming for strategic expansion. Provide oversight of MHPSS projects and activities, offering technical guidance to the field team and Protection Unit. Develop and refine strategies, projects, and activities to enhance MHPSS for IDPs, migrants, and vulnerable communities. Ensure MHPSS is mainstreamed across IOM interventions and provide technical support to implementing partners, including programmatic and financial oversight. Design and support capacity-building initiatives for the Ministry of Health and Health Cluster partners, focusing on suicide prevention and awareness campaigns. Monitor national MHPSS developments and inform senior management. Liaise with UN agencies, NGOs, and academic institutions. Act as the MHPSS focal point for IOM Haiti, participating in relevant coordination forums. Promote MHPSS in funding proposals and reporting.
Work Experience
Requires experience in humanitarian affairs or development related to migration, refugees, and IDPs, with increasing responsibility and field experience preferred. Experience liaising with government authorities and institutions is necessary. Proven experience in project management, development, monitoring, evaluation, and reporting is essential. Demonstrated experience in MHPSS programming in emergency or post-conflict settings and knowledge of Protection coordination mechanisms are required.
Skills
Strong planning and coordination skills. Excellent interpersonal and communication abilities, suitable for a multicultural environment. Ability to practically communicate MHPSS and Protection strategies at the operational level. Demonstrated analytical, writing, and reporting skills. Proficiency in MS Excel, Word, and PowerPoint.
