Job Purpose
This consultancy aims to significantly enhance the institutional training capacities of Ethiopia's Immigration and Citizenship Service (ICS) and Ethiopian Police University (EPU). The role involves conducting comprehensive Training and Capacity Needs Assessments (TCNAs) for both institutions. For ICS, the focus is on developing an institutional training strategy and a competency-based curriculum. For EPU, the objectives include assessing its curriculum, inter-agency cooperation with ICS, and recommending curriculum enrichment and digital learning systems. The ultimate goal is to strengthen training ecosystems, improve service delivery, and ensure alignment with international best practices in migration and law enforcement.
Responsibilities
The consultant will deliver comprehensive outputs for two lots. For Lot One (ICS), responsibilities include developing an inception report, conducting a TCNA, creating a training strategy with an implementation roadmap, and designing a competency-based training curriculum package. For Lot Two (EPU), responsibilities involve developing an inception report, conducting a TCNA, assessing inter-agency cooperation with ICS, recommending curriculum enrichment and harmonization, and evaluating and recommending digital learning systems. The consultant will also facilitate validation workshops and submit final consolidated reports for both lots, ensuring all deliverables are aligned with IOM standards and stakeholder feedback.
Work Experience
Requires a minimum of 7-10 years of progressive experience in training needs assessment, curriculum development, and institutional capacity building, preferably in law enforcement or migration management. Demonstrated experience conducting TCNAs for similar institutions in developing countries, particularly in Africa, is essential. Proven track record in designing competency-based curricula and training strategies is required. Experience with digital learning systems and international organizations is highly desirable.
Skills
Key skills include excellent analytical, research, and report-writing abilities. Strong knowledge of international standards in law enforcement training and migration management is crucial. Expertise in competency-based education and training (CBET) design and implementation is required. Familiarity with digital learning technologies and strong facilitation, presentation, and stakeholder engagement skills are essential. Cultural sensitivity and the ability to work effectively in diverse environments are also important.
