Job Purpose
This consultancy supports the implementation of IOM's Displacement Tracking Matrix (DTM) in Papua New Guinea, contributing to evidence-based humanitarian action and disaster response planning. The role is crucial for monitoring displacement, tracking emergencies, conducting rapid assessments, and managing information to inform humanitarian coordination and resilience programming. By providing timely data and analysis on population movements and humanitarian needs, the consultant will help strengthen disaster management capacities at national and sub-national levels, supporting peacebuilding and transition initiatives. The position aims to enhance the effectiveness of IOM's response and resilience efforts in a complex operational environment.
Responsibilities
The consultant will coordinate and supervise DTM operational activities, including data collection, validation, displacement monitoring, Emergency Event Tracking (EET), and rapid assessments. This involves leading implementation, providing technical guidance to field teams and enumerators, and ensuring timely delivery of program objectives. The role includes supporting the development of DTM tools, methodologies, and reporting systems to enhance data quality and operational efficiency. The consultant will contribute to preparing operational reports, situation updates, and analytical products for decision-making. Participation in humanitarian coordination meetings and inter-agency forums is expected. Ensuring compliance with safety, security, accountability to affected populations (AAP), protection, gender, and inclusion principles is vital. The role also involves delivering DTM-related trainings and capacity-building activities for counterparts and partners.
Work Experience
Requires relevant experience in community engagement, humanitarian response, disaster management, peacebuilding, or development programming in complex environments. Experience with mobile data collection software (KOBO Collect/ODK), integrating gender and protection principles, and liaising with government authorities and humanitarian partners is essential. Experience in programme monitoring, evaluation, and data analysis is also needed.
