Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. This consultancy is part of the sub-regional project "Comprehensive Approach to Climate Mobility in South Asia," funded by the European Union. The project aims to strengthen governance of climate-related migration and displacement across seven South Asian countries, focusing on evidence-based national and regional frameworks.
Job Purpose
This consultancy aims to conduct a policy analysis to assess the integration of climate-related migration, displacement, and planned relocation into Sri Lanka's national and sub-national climate and disaster policies, strategies, governance, and financing. The role will identify and operationalize practical entry points for incorporating human mobility considerations into climate change and disaster risk reduction policies, including implementation and investment planning. Through policy assessment and stakeholder consultations, the consultancy will develop actionable recommendations, policy integration pathways, and a governance-focused action pipeline. The findings will support a National Dialogue on Climate Mobility and contribute to policy outcomes for enhancing climate resilience in Sri Lanka, aligning with the "Comprehensive Approach to Climate Mobility in South Asia" project.
Responsibilities
The consultant will be responsible for developing an Inception Report detailing methodology, workplan, and analytical framework. Key tasks include producing consultation outputs from workshops and interviews, mapping existing climate mobility initiatives and governance mechanisms, and developing a high-level outcome document on national and local climate mobility priorities validated through consultations. The consultant will also prepare a Policy Integration Paper outlining entry points for integrating climate mobility into national policies (NAP, NDCs, NDMP) and sectoral frameworks, addressing governance, coordination, implementation, and resourcing. Finally, the consultant will develop a Governance-Focused Climate Mobility Action Pipeline and Implementation Pathways, culminating in a Final Consolidated Report.
Work Experience
A minimum of 8 years of experience is required in public policy analysis, climate governance, disaster risk reduction, or migration policy. Demonstrated experience in conducting policy reviews, institutional analyses, and facilitating multi-stakeholder consultations is essential. Experience working with government institutions and/or UN agencies is also required.
