Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. The Climate Change and Migration Data (CCMD) Programme, funded by Denmark, operates across Africa to strengthen evidence-based migration management and reduce risks associated with climate change and environmental degradation. This consultancy supports a strategic learning review of the CCMD Programme.
Job Purpose
This consultancy aims to conduct a Strategic Learning Review of the Climate Change and Migration Data (CCMD) Programme. The primary purpose is to produce a comprehensive report that synthesizes evidence and insights from the ongoing multi-country initiative. This report will identify what has worked well in terms of programme substance and delivery, particularly concerning flexible, multiyear funding and adaptive management. The review will also pinpoint enabling and constraining factors, providing clear, actionable lessons and forward-looking design options to inform internal decision-making, donor dialogue, and the potential design of future Danish-supported programming in migration and climate change.
Responsibilities
The consultant will be responsible for producing several key deliverables. This includes an Inception Note detailing the proposed methodology, data sources, stakeholder mapping, timeline, and analytical framework. A Draft CCMD Programme Learning Note will present synthesized findings, lessons learned, and future design considerations, with specific sections on funding modality, adaptive management, and strategic value. A Final forward-looking Programme Learning Note will incorporate feedback and be suitable for strategic discussions and donor dialogue. Additionally, the consultant will conceptualize, moderate, and deliver an Inception and/or Validation workshop, including its report and presentation. All deliverables must be in English and submitted in agreed formats, meeting performance indicators for timeliness, quality, analytical depth, responsiveness, and communication.
Work Experience
At least 7 years of demonstrated experience conducting strategic learning reviews, programme reviews, or analytical syntheses for complex, multi-country programmes is essential. Proven skills in qualitative and quantitative data collection and report writing are required. Experience in monitoring, evaluation, and learning interventions for large multi-country programmes is also necessary.
Skills
Strong conceptual, analytical, and communication skills. Excellent command of English. Knowledge of migration management, route-based approaches, and evidence-based programming. Proficiency in quantitative and qualitative data collection and report writing. Ability to work independently, manage deadlines, and coordinate activities. IT proficiency with Google and Microsoft Office applications.
