The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. IOM Washington provides strategic oversight for the global United States Refugee Admissions Program (USRAP), collaborating with governmental partners like the U.S. Department of State. This role sits within the Office of the Global Programme Coordinator, USRAP.
Job Purpose
This role serves as the system owner for USRAP components within the organization's migrant/beneficiary systems and interfaces. The Programme Coordinator, USRAP Business Process Owner is responsible for managing and prioritizing the product backlog for USRAP-related features, acting as the primary subject matter expert for the USRAP workflow, and ensuring compliance with data protection, access controls, and information security. The position requires close collaboration with various internal and external stakeholders, including the Department of State and Refugee Processing Center, to ensure the efficient and effective processing of refugees through the USRAP.
Responsibilities
Serve as the agile product owner for USRAP features in organizational systems, managing the product backlog and clarifying program requirements. Act as the primary subject matter expert for the USRAP workflow, ensuring compliance with data protection, access controls, and information security. Liaise with other business process owners regarding reporting and workflow requirements. Collaborate with project teams and partners on project goals, milestones, and deliverables for refugee processing. Act as the USRAP focal point for the Receiving Mission Interface (RMI), managing data mapping, error resolution, and escalation. Define reporting business requirements for Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). Provide functional oversight and technical guidance for data integrity and reporting, ensuring consistency and accuracy. Oversee quality assurance of data entry and resolve discrepancies between IOM and partner systems. Support documentation and reporting of information-security gaps and remediation actions. Identify and recommend innovative solutions to enhance operational efficiency and user experience. Coordinate risk management and ensure compliance with IOM policies on data protection and information security. Maintain confidentiality and prevent fraud.
Work Experience
Extensive knowledge of the USRAP program, processes, integrity, compliance, and information security. Familiarity with START, MiMOSA, and RMI systems. Experience in software development, PaaS applications, and enterprise IT infrastructure (Azure, Microsoft 365). Knowledge of business application planning, design, implementation, and data modeling. Proven experience with innovative solutions.
