Organizational Context
The International Organization for Migration (IOM) in the Philippines seeks a National HR Officer to serve as a Talent Acquisition Regional Focal Point. This role operates under the Head of Integrated Talent Management and the Global Recruitment Unit. The officer will bridge global recruitment efforts with local hiring offices, ensuring flexibility and compliance in end-to-end recruitment services.
Job Purpose
The National HR Officer (Talent Acquisition Regional Focal Point) is responsible for leading the end-to-end recruitment process, from requisition initiation to onboarding. This involves managing candidate search, assessment, and selection to meet organizational needs. The role acts as a crucial link between the global recruitment team and hiring offices, balancing the need for operational flexibility with strict adherence to compliance standards. By providing comprehensive talent acquisition services, the officer contributes to filling positions efficiently and effectively within the assigned region, ensuring the organization attracts and secures qualified talent.
Responsibilities
Oversee daily recruitment activities and track staffing requirements for the assigned region. Partner with hiring offices to anticipate bottlenecks and meet recruitment metrics. Advise hiring managers on complex recruitment issues and contribute to process improvements and talent strategy development. Conduct intake meetings, review vacancy postings, and advise on appropriate channels. Develop and implement sourcing techniques to attract qualified candidates, particularly from non-represented member states, and enhance candidate pools for specialized roles. Manage candidate expectations to improve the overall candidate experience. Supervise recruiting staff, ensuring compliance throughout the talent acquisition chain. Provide advisory services on recruitment and selection to countries within the portfolio. Support knowledge management by creating and maintaining recruitment-related resources and training staff. Prepare statistical and special reports on recruitment activities. Ensure consistent and fair application of HR policies. Stay updated on best practices and HR technology, contributing to the enhancement of the Applicant Tracking System. Drive talent attraction projects aligned with strategic initiatives.
Work Experience
Required experience includes working in fast-paced environments, talent acquisition, talent management, staff development, performance management, and team supervision. Experience in sourcing, attraction, and recruitment marketing is also necessary. Familiarity with Oracle Recruiting or the UN common system is desirable. Managerial experience in a recruiting firm with a focus on sourcing is a significant advantage.
