Job Purpose
The Senior Reintegration Associate will support the effective delivery and coordination of reintegration assistance within IOM Cameroon's AVRR unit. This role contributes to strengthening the unit's capacity to implement the MPRR SSA programme and the RRR project, which aim to protect vulnerable migrants, facilitate assisted voluntary return, and promote sustainable reintegration. The associate will ensure that reintegration efforts align with programmatic objectives and organizational priorities, thereby enhancing national capacities in managing return, readmission, and reintegration processes, and supporting the development of Cameroon's national migration policy. The role is crucial for providing comprehensive support to returning migrants, ensuring their successful reintegration into their communities, and contributing to a more institutionalized migration governance framework in Cameroon. This involves coordinating with various stakeholders and ensuring data collection and reporting.
Responsibilities
The Senior Reintegration Associate supports the technical coordination of Assisted Voluntary Return and Reintegration (AVRR) activities. This involves ensuring regular communication with various project units, partners, government representatives, NGOs, and other IOM members, alongside conducting field missions for coordination, monitoring, and evaluation. A core responsibility is team management and capacity building, including recruiting, training, and equipping Reintegration Assistants (case managers). The associate guides these assistants in developing reintegration plans, implementing monitoring approaches, and providing personalized support to returning migrants, while also assisting in establishing local referral networks. Program implementation duties include regularly assessing individual migrant situations to identify beneficiaries for personalized support and ensuring timely data collection by assistants for transmission to the IOM institutional database, in close collaboration with the mission’s monitoring and evaluation unit. Furthermore, the role contributes to the analysis and budgetary monitoring of project activities, proposing adjustments as needed, and assists the National Reintegration Officer in drafting, coordinating, and compiling narrative reports and internal statistics. The associate also supports organizing capacity-building activities for governmental and non-governmental organizations assisting returning migrants.
Work Experience
Required experience includes operational work in migration, solid knowledge of project implementation and monitoring, especially for return and reintegration projects. Candidates should have experience in Assisted Voluntary Return and Reintegration, organizing trainings and capacity building, and IOM's operational, administrative, and financial procedures. High computer literacy, including spreadsheet and data analysis tools (MiMOSA, PRISM, PRIMA), is essential. Experience in leading reintegration cycle operations, protection, and migrant counseling is also required.
