Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This consultancy supports the "A Ghanaian European Safe and Prosperous People’s Mobility (ATUU) Project," which aims to strengthen local migration governance through established Local Technical Committees (LTCs) in four pilot areas. The role contributes to the Migration Policy and Coordination Unit.
Job Purpose
This consultancy aims to provide hands-on technical, coordination, and operational support to the Local Technical Committee (LTC) secretariat in four selected Metropolitan, Municipal, and District Assemblies (MMDAs) in Ghana. The purpose is to ensure the effective functioning of the LTCs, enhancing their contribution to improved migration management outcomes at the local level. This involves coordinating dialogue among stakeholders, aligning local initiatives with national policies, and supporting the implementation of recommendations related to migration management, migrant protection, and ethical recruitment. The role is crucial for the sustainability and effectiveness of local migration governance structures under the ATUU project, working in close collaboration with local authorities and the IOM.
Responsibilities
The consultant will support the development of a platform for technical dialogue among government stakeholders, ensuring alignment of project activities with development plans and national strategies. Responsibilities include developing and updating standardized LTC operational tools, such as meeting agendas, minutes templates, and reporting formats. The consultant will create an annual LTC work plan aligned with project objectives and migration governance priorities. Key duties involve coordinating and facilitating regular LTC meetings, serving as a communication focal point, and supporting the implementation and tracking of LTC recommendations. Performance monitoring of LTC activities, documentation of good practices, and preparation of monthly progress and quarterly analytical reports are also required.
Work Experience
A minimum of five years of relevant professional experience in migration governance, local governance, or programme coordination is necessary. Demonstrated experience coordinating multi-stakeholder technical committees at the local level, knowledge of Ghana's local government systems, and understanding of labour migration governance, ethical recruitment, and migrant protection frameworks are essential.
Skills
Proven experience in facilitation, stakeholder engagement, follow-up on action points, and analytical reporting. Excellent communication and writing skills.
