The Regional Medical Officer operates within IOM’s Occupational Health Unit (OHU), aligning with UN medical standards and inter-agency health coordination. Job Purpose
The Regional Medical Officer's purpose is to ensure the health and well-being of IOM staff and their eligible dependents across the region. This is achieved through the provision of comprehensive occupational medical services, effective case management, diligent oversight of health insurance, and strategic health planning. The role operates under the direct supervision of the Chief Medical Officer, Head of OHU, and overall supervision of the Director, Staff Health and Welfare Division. The incumbent plays a crucial role in maintaining health standards, collaborating with various internal and external stakeholders, contributing to policy development, and ensuring preparedness for health emergencies within the region.
Responsibilities
Key responsibilities include overseeing medical examinations (entry, periodic, driver fitness, sick leave, disability, independent) to ensure quality and compliance with IOM protocols, and assessing fitness for duty. The role involves providing clinical duties, occupational health services (immunizations, travel health), health education, and addressing workplace health risks. Managing health insurance and claims, including fraud detection and liaison with providers, is essential. The officer implements the regional Occupational Health Strategy, coordinates emergency medical support and evacuations, and provides pre-travel medical briefings. Medico-administrative advisory functions include advising HR and management on medical standards and participating in crisis preparedness. Training on health education topics and ensuring medical supply availability are also required. Reporting on medical cases, incidents, and sick leave trends, maintaining confidential records, and providing statistical insights are crucial. Finally, stakeholder engagement involves representing IOM in health forums, maintaining partnerships with healthcare providers, and providing technical input for health projects and emergency response.
Work Experience
Requires seven years of post-doctorate experience in clinical medicine. Experience in occupational health, travel medicine, preventive medicine, medical evacuations, mental health, and crisis management are assets. At least three years of managerial/supervision experience with clinical staff is needed. Experience in general office administration, medical insurance, and health claim analysis is desirable.
