Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. This role is situated within the Country Office in Ethiopia, reporting to the Head of Resources Management and the Human Resources Officer.
Job Purpose
This role is accountable for managing the Human Resources functions within the IOM Country Office in Ethiopia, including its Sub-Offices and Special Liaison Office. The position involves coordinating and monitoring HR operations in line with organizational policies and procedures. Key contributions include supporting recruitment processes, managing pre-employment activities, administering HR systems, overseeing attendance and leave, processing HR actions, preparing reports, and ensuring compliance with performance evaluation processes. The role also supports staff development, resolves HR-related issues, and contributes to payroll accuracy for national staff, acting as Officer in Charge in the HR Officer's absence.
Responsibilities
Coordinate and monitor Human Resources management functions, ensuring adherence to IOM policies. Manage recruitment processes, including guidance to hiring managers, screening, shortlisting, and offer preparation. Oversee pre-employment activities such as documentation, medical clearance, and induction. Administer the organizational HR system, ensuring data accuracy and monitoring entitlements. Manage attendance and leave administration, generating and analyzing reports. Process HR actions including separations, classifications, and promotions, coordinating with relevant IOM offices. Prepare and submit personnel reports, maintain HR document archives, and ensure compliance with performance evaluation processes. Plan and coordinate HR events and training activities. Provide guidance to staff on HR policies, entitlements, and problem resolution. Assist in supervising national staff payroll preparation and validation. Coordinate international staff contractual status and entitlements. Supervise junior staff and represent HR in inter-agency working groups as assigned.
Work Experience
Prior experience in an administration unit within international humanitarian organizations, NGOs, or government institutions in a multicultural setting is advantageous. Experience in recruitment, payroll, time management, performance management, and organization management is beneficial. Varied and in-depth practical experience in human resources and administration management, preferably within the UN system or an international environment, is required.
Skills
Demonstrated writing skills. Good knowledge of IOM/UN Human Resources and financial policies, staff rules, and regulations. Excellent organization, analytical, and creative thinking skills. Ability to prepare clear and concise reports. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Attention to detail and methodical organization of paperwork. Discreet, client-oriented, patient, and willing to learn.
