Organizational Context
IOM Albania is implementing a project funded by the UK Government to strengthen local institutional capacities for migration management. The project aims to enable local governments to effectively manage migration and diaspora matters, focusing on employment for internal migrants, reintegration of returned migrants, and diaspora investments. It supports central and local institutions in developing and piloting procedures for internal migration, return, reintegration, and diaspora engagement to increase employment opportunities.
Job Purpose
This role supports the Municipality of Tirana in implementing Standard Operating Procedures (SOPs) for internal migration, return, and reintegration, as well as diaspora engagement. The consultant will assist in applying these SOPs in a gender and minority-inclusive manner, ensuring accessibility, individualized approaches, equality, and non-discrimination. The purpose is to facilitate informed decision-making for migrants, promote fair access to services, and support employment aspirations. The role also involves distributing guidance materials, delivering services through various channels, contributing to capacity-building activities, and promoting employment and investment opportunities, ultimately strengthening inter-institutional coordination and stakeholder engagement.
Responsibilities
Support the Municipality of Tirana in implementing SOPs for internal migration, return, reintegration, and diaspora engagement, ensuring inclusivity and accessibility. Provide individualized support and ensure equal opportunities and non-discrimination in services. Distribute tailored guidance materials on legal and institutional frameworks to specific target groups. Deliver services through 'in-office', online, and outreach channels. Contribute to organizing capacity-building activities, orientation sessions, and on-the-job training for local and central government agencies. Promote employment for internal migrants, reintegration of returned migrants, and diaspora investments. Collect data related to migration and diaspora engagement within the municipality. Prepare and submit monthly reports detailing activities, accomplishments, and challenges.
Work Experience
A minimum of 3 years of relevant professional experience is required. Experience related to migration, employment, or local government is considered an advantage.
Skills
Ability to communicate with diverse stakeholders (public authorities, local authorities, migrants, private sector). Ability to maintain accuracy and confidentiality. Strong written and oral communication skills. Excellent interpersonal and intercultural skills with attention to detail.
