The International Organization for Migration (IOM) is a UN-related agency promoting humane and orderly migration. The Africa Migration Data Network (AMDN) is a continental platform hosted by STATAFRIC, supported by IOM and Statistics Sweden. This role contributes to the AMDN Secretariat, aiming to strengthen migration and displacement statistics across Africa.
Job Purpose
This role supports the start-up and implementation of the Africa Migration Data Network (AMDN) by providing technical expertise to the AMDN Secretariat. The purpose is to operationalize the network's governance structure, initiate core activities like supporting AU guidelines and preparing for the African School on Migration Statistics, and mobilize resources. The consultant will translate strategic frameworks into actionable work plans, provide analytical and technical advice on migration data, strengthen the Secretariat and Steering Committee, support key meetings and events, and facilitate donor engagement and stakeholder coordination to ensure the AMDN's effective establishment and operation in line with continental and global agendas.
Responsibilities
Key responsibilities include developing a 6-12 month operational work plan with clear milestones and deliverables, and advising on activity prioritization. The role involves providing high-level analytical input on Africa's migration data landscape, identifying gaps, and contributing to the conceptual development of AMDN products aligned with AU frameworks and international standards. Establishing and strengthening the AMDN Secretariat and Steering Committee is crucial, involving clarifying functions, defining roles among partners, and developing operational tools. The consultant will also support the planning and organization of AMDN-related meetings and technical events, and contribute to resource mobilization by preparing donor briefing notes and concept notes. Facilitating coordination among key stakeholders, including AU structures, NSOs, and regional organizations, and developing communication materials to enhance engagement and visibility are also key duties.
Work Experience
Requires at least 7 years of professional experience in migration/demographic statistics, data governance, or migration policy analysis, with significant work in or on Africa. Demonstrated experience with African continental/regional bodies, proven resource mobilization skills, and experience coordinating multi-country projects with NSOs are essential.
Skills
Strong analytical and drafting skills, with evidence of lead authorship of reports or policy briefs. Familiarity with the African migration data landscape, including AU/UN datasets and frameworks (e.g., SHaSA 2, AU Guidelines on Migration and Displacement Statistics, GCM Objective 1).
