Geographic Information System (GIS) Manager
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. The Displacement Tracking Matrix (DTM) is IOM's primary tool for monitoring displaced populations, operating in over 60 countries. The DTM Operations, Coordination and Support (OCS) Unit provides expertise in operations, data management, mapping, and GIS. This role supports the global DTM GIS team within OCS.
Job Purpose
This role is crucial for strengthening the global DTM Geographic Information System (GIS) team within the Operations, Coordination and Support (OCS) Unit. The purpose is to ensure the effective and efficient implementation of global DTM projects and to maintain and improve the quality and expansion of DTM operations worldwide. The GIS Manager will lead support services in GIS and data management, contributing significantly to effective Information Management. This involves enhancing DTM through technical expertise, integrating innovative technologies, improving capacity building, and designing streamlined processes to support millions of displaced persons globally.
Responsibilities
Lead and manage the DTM Geospatial experts team, setting objectives and monitoring performance. Ensure the effective design of operational dashboards and relevant products for decision-making. Provide guidance on IOM GIS standards and coordinate with relevant working groups. Coordinate the production and distribution of maps and GIS analysis to stakeholders. Lead the development, testing, and deployment of GIS databases, software, and technology solutions, including mobile applications and AI/ML. Oversee capacity building for IOM staff in GIS and Remote Sensing. Manage IOM Geo-portals, GIS databases, and applications, ensuring data integration. Supervise GIS license distribution and participate in the IOM GIS Strategy. Represent IOM in GIS coordination forums and conduct field missions to support country offices. Manage satellite imagery and UAV aerial imagery projects and strategy.
Work Experience
Experience in designing, setting up, managing, and coordinating DTM/GIS implementation. Proven information management architecture knowledge, Kobo development, and Relational Database Systems concepts. Expertise in using GIS in emergency, humanitarian, or development operations. Advanced knowledge of ESRI suite and open-source GIS/Remote Sensing software. Expertise in Earth Observation, GIS Risk Analysis, and remote sensing analysis. Knowledge of census data analysis. Advanced computer and new technology skills.
