Job Purpose
The National Programme Officer (IBG) supports the effective implementation of IOM's immigration and border governance programmes in Lebanon. This role focuses on strengthening the capacity of Lebanese authorities to manage cross-border movements safely and orderly. Key contributions include facilitating government liaison, coordinating programme activities, and developing capacity-building initiatives. The position aims to enhance border governance through various projects, aligning with national and regional migration priorities and ensuring IOM's mandate of promoting humane migration is met.
Responsibilities
The National Programme Officer (IBG) will coordinate and monitor project operational, administrative, and financial aspects, ensuring compliance with IOM policies and donor requirements. Responsibilities include liaising with Lebanese authorities (e.g., Ministry of Interior, General Security) and other stakeholders to facilitate programme implementation. The role involves supporting the planning and execution of capacity-building activities for Lebanese authorities, contributing to work plans, budgets, and M&E tools. Data collection, verification, and analysis are key, as is maintaining information management systems and coordinating project reports. The officer will also contribute to proposal development, supervise project staff, and undertake duty travel for monitoring and liaison.
Work Experience
Requires strong experience liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, and victims of trafficking is essential. Prior experience in a multicultural setting with international humanitarian organizations or government institutions is advantageous.
Skills
Proficiency in migration-related subject areas. Knowledge of UN and bilateral donor programming processes. Ability to liaise effectively with national authorities and stakeholders. Experience in coordinating multistakeholder activities and supporting capacity development initiatives.
