Job Purpose
This consultancy aims to establish a coherent, strategic, and standardized national system for counter-trafficking capacity development in Ireland, aligning with the 2023-2027 National Action Plan. The role will lead an evidence-based assessment of existing national counter-trafficking capacity, including training provision and practitioner preparedness. Subsequently, the consultant will develop a structured National Capacity Building Framework, defining governance, competency levels, technical standards, and a learning architecture for counter-trafficking training. This framework will guide future training efforts, ensuring alignment with national priorities and international best practices, addressing identified fragmentation and variations in current training approaches.
Responsibilities
The consultant will conduct a national counter-trafficking capacity assessment, including designing the methodology, mapping existing training, analyzing its effectiveness, and assessing governance structures. This will culminate in an assessment report identifying strengths and gaps. Following this, the consultant will develop a National Capacity Building Framework. This involves designing governance arrangements, a competency model, technical standards for training, and a structured learning architecture. The framework will also propose monitoring and evaluation mechanisms and pathways for accreditation or recognition. The consultant will present findings and recommendations in a validation workshop, delivering a comprehensive framework report for implementation and sustainability.
Work Experience
Required experience includes demonstrated expertise in counter-trafficking and capacity development or training system design. Proven experience in conducting capacity assessments and developing competency-based frameworks or learning architectures is essential. A strong understanding of training system governance, quality assurance, and monitoring is also necessary.
