Organizational Context
IOM's Regional Office for East, Horn, and Southern Africa coordinates and supports regional migration activities. It provides technical assistance to country offices in areas like project development, implementation, monitoring, evaluation, resource mobilization, and liaison with governments and UN agencies. This role supports the Regional Administrative and Finance Officer.
Job Purpose
The Senior Medical Finance & Administrative Associate will support the Regional Administrative and Finance Officer and the Regional National Migration Health Finance and Administrative Officer. This role is crucial for ensuring the effective financial and administrative management of health assessment programs within the region. The position involves providing procedural guidance, managing financial resources, conducting budget reviews, and monitoring financial performance to ensure compliance with IOM regulations and support informed decision-making for the organization's health initiatives.
Responsibilities
Provide procedural guidance and training to finance and administrative support staff. Manage financial resources, including monitoring assets, funds, and supplies, in line with IOM regulations. Offer guidance to country and sub-regional offices on financial and administrative procedures for health assessment programs. Review and evaluate annual budget requests and revisions, providing analysis and follow-up. Conduct regular evaluations of country offices' financial performance to ensure policy compliance. Monitor medical assets, commitments, and expenditures to ensure budget adherence. Consolidate financial data into reports for expenditure monitoring and decision-making. Assist in bank reconciliation processes and validate salary projectization. Verify payment authorizations and documentation for transactions. Respond to audit queries and follow up on recommendations. Review vendor accounts and assist in enhancing reporting templates and standard operating procedures.
Work Experience
Requires experience in financial and administrative support, with the ability to work independently and meet deadlines. Experience in a multicultural setting, particularly with international humanitarian organizations, is advantageous. Must demonstrate accuracy, confidentiality, attention to detail, and the ability to work under pressure.
Skills
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Experience with SAP is a distinct advantage. Knowledge of budgeting, financial analysis, and costing. Ability to set up internal record tracking for accounting and budgeting cycles. Strong interpersonal skills for effective collaboration in a diverse environment.
