Job Purpose
This consultancy aims to enhance the integrity of travel documents and improve migration management by developing a comprehensive Forensic Document Examination (FDE) Training Manual and a Standard Operating Procedure (SOP). These documents will standardize procedures, incorporate international best practices (including ICAO standards), and provide practical, evidence-based guidance for immigration personnel. The goal is to strengthen the capacity of the Nigeria Immigration Service (NIS) in verifying and examining travel documents, thereby bolstering national security, border control, and identity assurance in the face of increasing document fraud and mobility.
Responsibilities
The consultant will develop a Forensic Document Examination Training Manual and a Standard Operating Procedure (SOP) for the Nigeria Immigration Service (NIS). Key tasks include conducting reviews of existing materials and best practices, facilitating stakeholder consultations, and mapping current procedures. The consultant will design and draft the training manual with learning objectives, modules, exercises, and assessment tools, ensuring alignment with operational roles and international standards. For the SOP, the consultant will update existing templates, draft detailed procedures for document examination, and integrate quality assurance measures. Additionally, the consultant will conduct a Training of Trainers (ToT) session based on the developed materials and provide final reports and deliverables within specified timelines.
Work Experience
Seven years of experience in forensic document examination or border management is required, which can substitute for a Master's degree. Demonstrated experience in developing SOPs, training materials, or curricula, and experience conducting Training of Trainers (ToT) sessions or capacity-building programs are also necessary.
Skills
Knowledge of ICAO, Interpol, and ISO/IEC standards. Proficiency in English (oral and written). Strong analytical, communication, and reporting skills. Experience in migration protection, counter-trafficking, and border governance. Ability to work in multicultural environments. Understanding of gender-related needs and perspectives.
