The International Organization for Migration (IOM), a UN agency, promotes humane and orderly migration. This role supports SISSIRP, reporting to the Lead Civil Engineer.
Job Purpose
This role is responsible for supervising and monitoring construction and rehabilitation projects within the Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). The primary purpose is to ensure all construction activities strictly adhere to approved designs, specifications, budgets, and schedules. This involves conducting thorough site inspections, certifying contractor work, managing Bills of Quantities (BoQs), and ensuring compliance with technical standards and quality requirements. The position contributes to improving essential social infrastructure in health, education, and water sectors, thereby enhancing the resilience and livelihoods of conflict-affected populations in Sudan.
Responsibilities
Ensure all construction works comply with IOM agreements, national laws, and building codes. Develop detailed design plans for refurbishment and maintenance, including architectural drawings, engineering calculations, and material specifications. Prepare, review, and approve technical designs and Bills of Quantities (BoQs). Review contractor progress reports to measure compliance with design specifications and standards, and to inform payment issuance. Conduct monthly monitoring visits to assess work progress, schedule adherence, and contractual compliance, proposing corrective actions as needed. Submit regular progress reports to the Project Manager detailing progress, contractor compliance, and adherence to contract specifications. Coordinate effectively with the IOM Project Manager to ensure timely delivery of reports within budget. Provide feedback on contractor documents and collaborate with the Project Manager for weekly site visits to oversee work performance and submit necessary calculations.
Work Experience
Requires a minimum of five years of progressive experience in supervising civil works. This includes experience in preparing and reviewing BoQs, cost estimates, and design documentation according to national standards and codes. Experience with international organizations or humanitarian/development projects is preferred.
Skills
Excellent knowledge of construction materials, methods, and safety standards. Strong analytical, communication, and report writing skills. Proficiency in AutoCAD, MS Project, and MS Office tools. Familiarity with IOM procedures is an advantage.
