The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. In Iraq, the Infrastructure Unit aims to strengthen economic recovery and improve infrastructure investments in conflict-affected areas. This role contributes to developing and piloting an economic impact assessment methodology and toolkit to enhance project design, resource allocation, and policy engagement.
Job Purpose
This consultancy aims to develop and operationalize a standardized economic impact assessment methodology and a practical toolkit for infrastructure programming in Iraq. The purpose is to enhance the effectiveness of infrastructure investments by providing evidence-based approaches to understand and improve their economic outcomes. The role will involve designing the methodology, creating a user-friendly toolkit, piloting its application on selected projects, and generating validated economic impact results. This will support more informed project design, resource allocation, and policy dialogue, ultimately strengthening institutional capacity to assess the direct, indirect, and induced economic impacts of infrastructure interventions and contributing to national economic recovery priorities.
Responsibilities
The consultant will develop a robust, context-appropriate methodology and a practical toolkit for assessing the economic impacts of infrastructure investments, including defining standard indicators and calculation procedures. This involves designing analytical frameworks for direct, indirect, and induced impacts and creating user-friendly tools with guidance, templates, and calculation aids. The role includes identifying and engaging with relevant government institutions and partners to ensure alignment with national frameworks. The consultant will also prepare an inception report, select pilot projects, collect and analyze project and economic data, and apply the methodology to estimate economic impacts, including job creation, local market stimulation, and effects on vulnerable populations. Finally, the consultant will validate findings through workshops, refine the methodology and toolkit, and produce reports, a user guide, a policy brief, and presentation materials for dissemination.
Work Experience
A minimum of 7 years of professional experience in economic impact analysis, infrastructure economics, or local economic development is required. Proven experience in designing economic impact methodologies and analytical tools, with demonstrated application of multiplier or input-output models in fragile or developing contexts, is essential. Experience working with government institutions and international organizations is also necessary.
