Job Purpose
The Senior Project Associate (IBG) supports the strategic, technical, and operational coordination of Immigration and Border Governance (IBG) projects in Ethiopia. The role focuses on the regional counter-smuggling program and related initiatives. The incumbent acts as a coordination focal point for complex project components, including legal and policy frameworks, standard operating procedures, technical working groups, inter-agency coordination, capacity-building, and institutional engagement with national counterparts. This position contributes to operational coherence, implementation quality, and alignment with national priorities, donor requirements, and IOM standards, working under the guidance of the Programme Officer.
Responsibilities
The Senior Project Associate will support the strategic and operational implementation of IBG projects in Ethiopia, focusing on the regional counter-smuggling program. Key duties include serving as a coordination focal point for legal/policy frameworks, inter-agency coordination, SOP development, and institutional strengthening. The role involves supporting engagement with senior government counterparts, coordinating consultative processes for SOPs and referral frameworks, and monitoring implementation across workstreams. Additionally, the associate will support capacity-building initiatives, contribute to project documentation, ensure alignment with the broader IBG portfolio, and assist with donor reporting. The position also serves as the MEAL focal point, supports the integration of cross-cutting priorities (gender, DI, protection, PSEA), and coordinates with regional/country office colleagues. Duty travel and guidance to project support staff may be required.
Work Experience
Required experience includes project implementation, coordination, and oversight in migration management, border governance, or counter-smuggling. Experience engaging with senior government counterparts and inter-agency structures is essential. The role also requires experience supporting SOP development, policy frameworks, capacity-building, and drafting strategic program documents. Knowledge of MEAL, Gender, DI, and PSEA is beneficial. Experience in complex operational environments, border management technologies, or knowledge of Ethiopian border areas is advantageous.
Skills
Strong coordination, drafting, and reporting skills are essential. The ability to engage effectively with senior counterparts and multiple stakeholders, manage sensitive processes with discretion, and demonstrate sound judgment is required. Good analytical and organizational skills, along with the ability to work independently and contribute to strategic planning, are also necessary.
