This Project Officer role sits within the Transition and Recovery Division, reporting to the Programme Officer and Chief of Mission, focusing on shelter and community infrastructure activities in Cambodia.
Job Purpose
The Project Officer (Shelter and Infrastructure) is responsible for providing technical expertise, management, and oversight for IOM's shelter and community infrastructure projects in Cambodia. This involves offering technical input and operational guidance in areas of return and displacement, supporting the design, implementation, and operationalization of integrated shelter and infrastructure assistance. The role contributes to conceptualizing and developing targeted shelter repairs, community infrastructure projects, community labor initiatives, and capacity-building for staff, partners, and communities. Additionally, the position supports expanding IOM's field presence through needs assessments, feasibility studies, coordination, monitoring, and quality assurance, ensuring IOM's shelter response is effectively positioned within recovery and response efforts.
Responsibilities
The Project Officer will assist in the technical aspects of infrastructure projects, including assessment, design, BoQ calculations, scheduling, and tendering, adhering to international/national standards. Responsibilities include supervising and monitoring field teams, providing capacity building, documenting challenges, and proposing solutions. The role involves drafting civil designs for small-scale community infrastructure, managing projects for timely and within-budget completion, and ensuring quality through professional project management and stakeholder engagement. The officer will draft periodic project reports, assist in developing design and monitoring standards, participate in tender evaluations, and ensure accurate record-keeping and construction inspections. Field visits are required to monitor and supervise activities, ensuring quality standards and community/authority consultations. Compliance with IOM policies, including PSEA, and contributing to visibility materials are also key duties.
Work Experience
Required experience includes camp community-based infrastructure, civil design, direct construction supervision, contract administration, surveying, and quantity surveying. Experience with International Organizations or NGOs is advantageous, as is experience working within the region. Proficiency in building structural design, computer-aided drawing, and common engineering software is a plus.
Skills
Key skills include the ability to supervise and manage staff in humanitarian emergencies, thorough knowledge of AutoCAD drafting, excellent understanding of the IOM project management cycle, good knowledge of UN and bilateral donor programming, and clear, concise written and verbal communication in English.
