Organizational Context
Nouadhibou, Mauritania's economic hub, is a critical migratory crossroads. The city hosts a significant population of children in mobility, including economic migrants, unaccompanied minors, asylum seekers, refugees, and victims of trafficking. Despite the presence of various humanitarian actors, data on these vulnerable children's access to basic services remains fragmented, highlighting an urgent need for comprehensive understanding and improved access.
Job Purpose
This consultancy aims to conduct an exhaustive diagnostic study on the access of children in mobility to basic services (health, education, protection) in Nouadhibou, Mauritania. The purpose is to generate evidence-based, up-to-date data on their diverse profiles and specific needs. This will inform the development of adequate measures to ensure their equal access to services and overcome barriers to legal documentation, aligning with national migration strategies. The study will map existing services, analyze access barriers, evaluate service quality, assess coordination mechanisms among actors, and identify data gaps, ultimately leading to concrete, prioritized recommendations for institutional, humanitarian, and civil society stakeholders.
Responsibilities
The consultant will lead a 12-week study on children in mobility in Nouadhibou. Responsibilities include developing a detailed methodology and data collection tools, conducting an in-depth literature review, and mapping relevant actors and services. Data collection will involve semi-structured interviews with stakeholders, focus group discussions with children and guardians, direct observations, and analysis of available administrative data. The consultant will analyze collected data, prepare a preliminary report for stakeholder feedback, and organize a validation meeting. Finally, they will finalize the report, incorporating feedback, and prepare a presentation for dissemination, ensuring strict adherence to child protection principles and ethical research standards throughout the process.
Work Experience
A minimum of 5 years of experience in child protection within migratory or humanitarian contexts is necessary. Proven experience in conducting diagnostic studies or evaluations involving children in mobility in West Africa is essential. In-depth knowledge of Mauritania's migration context, particularly Nouadhibou, and familiarity with international child rights frameworks are required.
Skills
Proficiency in mixed-methods social science research (quantitative and qualitative). Ability to design and implement participatory research methods with children. Strong analytical and report-writing skills. Competence in standard IT tools and data analysis software.
