Job Purpose
This role focuses on Counter Trafficking (CT) within IOM Libya's operations, particularly concerning the Central Mediterranean Route, which presents significant protection risks. The purpose is to provide essential protection services and comprehensive support to vulnerable migrants, especially those undertaking Voluntary Humanitarian Return (VHR). The position contributes to IOM's mandate of promoting humane and orderly migration by identifying, assessing, and assisting victims of trafficking, and by strengthening partner capacities in CT efforts. The role ensures that assistance is tailored to individual needs, operating on a rights-based, protection-centered approach throughout the process.
Responsibilities
Serve as the primary contact for Counter Trafficking (CT) cases, reviewing screenings and assessment plans, and facilitating referrals to partners and other IOM units. Provide ongoing training and support to case workers and stakeholders on CT issues. Conduct assessments and implement assistance plans for victims of trafficking identified during outreach activities. Collaborate with colleagues to engage communities and partners on CT matters, supporting capacity-building initiatives. Contribute to the development and refinement of CT tools and materials, including information and case management resources. Assist in conducting risk assessments for vulnerable individuals in coordination with relevant units. Participate in case management meetings and protection working groups. Support data collection and reporting on CT cases, ensuring data accuracy and confidentiality. Act as an escort for individuals involved in protection cases and return movements, ensuring their safety, dignity, and well-being, while adhering to protection principles and IOM policies.
Work Experience
Requires a minimum of three years of professional experience in protection and assistance to vulnerable populations. Essential skills include effective organizational abilities, capacity to prioritize and plan, and the ability to work under pressure. Familiarity with Case Management Software is necessary. Fluency in English and Arabic is required, with French being an advantage.
Skills
Proficiency in MS Office applications (Excel, Word, Outlook). Knowledge of protection principles. Strong written and spoken communication skills. Good interpersonal skills and ability to work in a multicultural environment. Demonstrated problem-solving skills and a proactive attitude. Strong communication abilities.
