The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. This consultancy supports the project "Building Resilient Future for Migration-Prone Populations in Georgia," focusing on strengthening migrant protection and preventing human trafficking within emerging areas of vulnerability, specifically commercial surrogacy.
Job Purpose
This consultancy aims to conduct a comprehensive, multidisciplinary assessment of the legal, institutional, and socio-economic dimensions of surrogacy in Georgia. The primary goal is to identify risks related to human trafficking and exploitation, particularly for vulnerable women and migrants. The assessment will analyze national legislation against international standards, examine institutional practices and oversight mechanisms, and explore socio-economic drivers and gender dynamics. Findings will inform IOM's evidence-based programming, policy dialogue, and the development of enhanced protection measures to safeguard individuals involved in surrogacy arrangements, aligning with Georgia's National Action Plan for Combating Trafficking in Human Beings.
Responsibilities
The consultant will develop a detailed work plan and analytical framework, including stakeholder mapping for key informant interviews. They will conduct in-depth research on the current state of surrogacy, its legal and policy frameworks, and social implications, identifying exploitation and trafficking risks and analyzing access to support services. Stakeholder consultation and validation workshops will be held to gather feedback on preliminary findings. The consultant will compile a final analytical report detailing findings and providing evidence-based recommendations for strengthening policy, legal frameworks, and protection responses to prevent exploitation and trafficking in human beings within the surrogacy sector.
Work Experience
Experience in conducting legal and/or socio-economic research, case studies, or policy assessments, particularly concerning vulnerable populations, migration, or exploitation in complex transnational contexts, is required. Proven experience with qualitative and mixed research methodologies, including key informant interviews and policy/legal analysis, is necessary. Experience engaging with diverse stakeholders is an asset.
Skills
Excellent analytical, report-writing, and communication skills in English. Proficiency in applying qualitative and mixed research methodologies. Strong knowledge of legal and policy frameworks related to trafficking, migration, labor rights, and/or reproductive rights. Experience in research, policy analysis, and programmatic work in relevant fields. Familiarity with ART and surrogacy practices is advantageous.
