Child Protection Associate
Organizational Context
The International Organization for Migration (IOM) in Libya has been active since 2006, supporting the government and communities through humanitarian aid, stabilization, and migration management. The role operates within a context of significant protection concerns for vulnerable migrants on the Central Mediterranean Route, necessitating comprehensive support services, particularly for those undertaking voluntary humanitarian return.
Job Purpose
This role is crucial for providing direct assistance and protection to vulnerable individuals, including unaccompanied migrant children, within Libya. The Child Protection Associate will conduct case management, including Best Interest Assessments and Determinations, to identify urgent needs and facilitate appropriate solutions. The position contributes to IOM's mission of promoting humane and orderly migration by ensuring the safety, dignity, and well-being of migrants, especially those vulnerable and seeking voluntary humanitarian return. The role supports the overall protection strategy in Libya, coordinating with internal teams and external partners to deliver essential services and strengthen protection mechanisms.
Responsibilities
The Child Protection Associate will conduct regular protection monitoring visits to various locations where migrants and vulnerable populations reside, preparing assessment reports. Key duties include performing Best Interest Assessments and Determinations for unaccompanied migrant children, identifying their urgent needs and solutions. The role involves assisting in referrals to partner organizations and other IOM units for follow-up. Responsibilities also include identifying and referring vulnerable cases for Voluntary Humanitarian Return (VHR), supporting case management record maintenance in MIMOSA, and participating in case management and BID meetings. Additionally, the associate will serve as a designated escort for individuals involved in protection cases and return movements, ensuring their safety and dignity throughout the journey, and adhering strictly to protection principles and IOM policies.
Work Experience
A minimum of three years of professional experience in protection and assistance to vulnerable populations is required. Candidates should possess effective organizational skills, the ability to establish priorities and plans, and the capacity to work under pressure and meet deadlines. Fluency in English and Arabic (written and spoken) is essential; knowledge of French is an advantage.
