National Consultant_senior Technical Consultant On Climate Finance For Human Mobility
Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. This role contributes to the Migration, Environment and Climate Change (MECC) program, specifically the "Climate Change and Migration Data Programme." The Senior Technical Consultant will support the Ministry of Finance in mobilizing climate finance for interventions addressing climate-induced human mobility.
Job Purpose
The purpose of this assignment is to provide high-level technical support to Ethiopia's Ministry of Finance, in collaboration with IOM, to develop high-quality concept notes for climate finance mechanisms like the Green Climate Fund (GCF), Loss and Damage, and Adaptation Fund (AF). These concept notes will focus on the climate change-human mobility nexus. The role involves supporting the review, appraisal, and advancement of these submissions towards full funding proposals. The consultant will also conduct targeted capacity building for the Ministry of Finance to enhance their ability to mobilize climate finance for interventions addressing climate-induced human mobility, ultimately aiming to develop bankable project concept notes.
Responsibilities
The Senior Technical Consultant will lead the preparation of comprehensive concept notes for climate finance submissions, ensuring alignment with national priorities and fund requirements. This includes conducting diagnostic assessments of relevant policies and existing evidence, and identifying lessons learned. The consultant will design and structure proposed interventions, defining problem statements, theories of change, and implementation approaches. Key responsibilities involve coordinating and facilitating multi-stakeholder consultations at various levels to gather input and validate proposals. The role also entails preparing all necessary annexes and supporting documentation, ensuring compliance with cross-cutting requirements such as gender and environmental safeguards. Quality assurance, review, and appraisal support will be provided, along with capacity strengthening and knowledge transfer to national counterparts within the Ministry of Finance. Regular reporting on progress and deliverables to IOM and the Ministry of Finance is also required.
Work Experience
A minimum of 7-10 years of progressive experience in climate finance and project development is required. Proven experience in formulating proposals for international climate finance mechanisms (e.g., GCF, AF) is essential. Experience supporting government institutions or UN agencies in climate change or migration-related areas, and facilitating multi-stakeholder consultations, is also necessary. Familiarity with environmental and social safeguards and gender mainstreaming is important.
