Job Purpose
This role is responsible for coordinating strategic programming, donor liaison, policy initiatives, and strategic partnerships with government and non-government stakeholders at national, regional, and trans-regional levels. The position operates under the overall supervision of the Regional Director and direct supervision of the Chief of Mission (CoM), in close collaboration with relevant units at the Regional Office and Headquarters. The purpose is to ensure alignment with IOM's global, regional, and country strategies, focusing on the Italy, Mediterranean, and Sub-Saharan African regions. The role contributes to advancing IOM's mandate by fostering effective migration management through strategic planning, resource mobilization, and policy engagement.
Responsibilities
Key responsibilities include coordinating the design and development of new programmes and projects, ensuring compliance with donor requirements and IOM standards, and aligning with strategic frameworks. This involves identifying project opportunities, pursuing funding from various donors, and maintaining effective relationships with them. The role requires representing IOM in donor meetings and liaising with partners. Support will be provided to Project Managers for donor reporting and compliance, and for effective use of project management software. The position will also involve creating donor profiles, producing guidance notes, and identifying approaches to expand the donor base. Strategic planning, including annual work planning, will be coordinated. The role supports resource mobilization through visibility materials and contributes to capacity building for project development and reporting. Additionally, it involves leading knowledge management, research, data analysis, and publications, as well as developing and promoting migration policy dialogue initiatives and preparing policy guidance notes. Support will be provided for policy and liaison functions within government and UN processes.
Work Experience
Required experience includes working in an international organization, knowledge of the UN system, and expertise in migration issues, project development, implementation, and management. Experience in donor relations, grant management, and understanding donor funding mechanisms is essential. Proficiency in project development, donor reporting, technical writing, and Results-Based Management is also necessary.
Skills
Essential skills include excellent communication, writing, and organizational abilities; strong analytical and planning capabilities; capacity to build relationships with governmental and non-governmental entities; ability to supervise and train staff; computer literacy, including database applications; and working knowledge of monitoring and evaluation concepts. Accuracy under pressure, confidentiality, initiative, good judgment, efficiency, flexibility, and drive for results are also important.
