Organizational Context
This assignment is part of the Regional Migration Governance Programme (RMGP) in Kosovo, implemented by the International Organization for Migration (IOM). The programme aims to strengthen safe, orderly, and rights-based migration management in Kosovo and the Western Balkans, supported by the Danish Ministry of Foreign Affairs. It focuses on enhancing institutional capacities, improving legal frameworks, and fostering cooperation to address migration challenges, with an emphasis on protecting vulnerable migrants and facilitating their social and economic inclusion.
Job Purpose
The purpose of this consultancy is to develop a comprehensive, consolidated reference document that systematically maps all relevant services provided by Kosovo institutions to migrants, including labour migrants and international students. This involves identifying, reviewing, and consolidating services offered at both central and municipal levels, clarifying institutional responsibilities, eligibility criteria, and application procedures. The assignment aims to improve transparency, accessibility, and coordination of services for international migrants by presenting clear, step-by-step guidance on how these services can be accessed. The resulting document will serve as an authoritative resource for migrants, employers, service providers, and public institutions, addressing the current fragmentation of information on available services.
Responsibilities
The consultant will contribute to the IOM Mission in Kosovo's Regional Migration Governance Programme. Key responsibilities include developing an Inception Report with methodology and work plan, conducting thorough research on relevant legislation and policies, and preparing a stakeholder engagement plan. The consultant will systematically collect data from relevant institutions on services offered to international migrants, including legal basis, eligibility, documentation, and procedures. Services will be classified into user-oriented categories such as entry, residence, registration, employment, education, health, social protection, and integration. A comprehensive reference document will be drafted, featuring clear service descriptions, step-by-step access instructions, and practical notes. Finally, the consultant will validate the draft report with key institutions, incorporate feedback, and submit a finalized document ready for publication, ensuring all deliverables meet quality standards and deadlines.
Work Experience
Proven experience in migration governance, public administration, or institutional mapping is essential. A strong understanding of Kosovo’s institutional and legal framework, experience working with government agencies or international organizations, and demonstrated stakeholder coordination skills are required. Ability to produce clear, structured, user-oriented documents is also necessary.
Skills
Strong analytical and research skills. Excellent writing, communication, and presentation abilities. Proficiency in planning and implementation. High level of discretion, integrity, and sensitivity to vulnerable populations. Experience in training and capacity-building is a plus.
