Job Purpose
The Project Engineer is responsible for managing and implementing engineering and construction-related activities. This includes preparing technical designs and documentation, supporting procurement and tendering, supervising construction works, and ensuring quality control. The role involves coordinating with contractors and suppliers, ensuring all project activities adhere to technical standards, local regulations, approved project documentation, and IOM procedures. The position contributes to IOM's mission of promoting humane and orderly migration by ensuring the successful execution of infrastructure projects.
Responsibilities
Key duties include assessing site conditions and preparing technical documentation such as scope of works and bills of quantities. The Project Engineer will develop engineering designs according to industry standards and local regulations, creating complete bidding and construction packages. Responsibilities also encompass preparing procurement plans, contributing to solicitation documents, and participating in pre-bid meetings. The role involves supporting bid evaluations, contract finalization, and monitoring construction progress through site inspections to ensure compliance with specifications and contractual requirements. Identifying risks, managing delays, and ensuring adherence to building codes and IOM procedures are also critical functions.
Work Experience
Required experience includes proven professional experience in project design and demonstrated experience in construction supervision. Candidates must have experience in preparing tender documentation and the ability to support tendering and procurement processes. Relevant references from previously completed projects are also necessary.
Skills
Proficiency in construction project planning, implementation, and site supervision. Knowledge of procurement and tendering procedures, budgeting, cost estimation, and Bills of Quantities (BoQ) preparation. Skills in contract management, coordination with contractors/suppliers, quality assurance, regulatory compliance, and construction standards are essential. A category B driving license with five years of active driving experience is also required.
