Organizational Context
IOM, the UN Migration Agency, has been active in Kazakhstan since 1997, promoting humane migration and providing services to the government and migrants. As the Country Office with Coordinating Functions for Central Asia, it addresses regional migration issues. A current project, funded by Canada, aims to support Afghan nationals and local communities in Pakistan and Central Asia by improving migration governance and access to services.
Job Purpose
This consultancy supports the Government of Kazakhstan in developing and implementing Standard Operating Procedures (SOPs) to enhance the social integration, inclusion, and cohesion of Afghan nationals. These SOPs will align with IOM’s Essentials of Migration Management (EMM) 2.0 and Kazakhstan's national Migration Policy. The role involves providing technical support to ensure practical guidance for government bodies and local stakeholders, facilitating access to services and community participation for Afghan migrants. The SOPs will be uploaded to a national online portal and integrated into existing migration and social inclusion programs, contributing to a rights-based, gender-responsive, and community-centered approach.
Responsibilities
The primary responsibility is to develop Standard Operating Procedures (SOPs) that enhance the social integration, inclusion, and cohesion of Afghan nationals in Kazakhstan, aligning with IOM's EMM 2.0 and national policy. This involves conducting a desk review of relevant documents and policies, preparing an Inception Report, and performing consultations with government agencies, civil society, and Afghan and host communities to identify needs and best practices. The consultant will develop SOPs detailing stakeholder roles, coordination procedures, referral mechanisms, and community engagement strategies. A draft SOP will be presented for feedback, followed by a validation workshop. The final SOPs, in English and Russian/Kazakh, along with a final consultancy report, will be delivered by August 2026.
Work Experience
Requires proven experience in developing analytical works, preferably in migration-related fields, with at least 5 years in social research. Experience in international research, including surveys, KIIs, and focus groups, is essential. Knowledge of migration and development, advanced skills in drafting research tools and data analysis, and experience with international organizations are advantageous.
Skills
Excellent writing, communication, and analytical skills are essential. The ability to prepare clear and concise reports is crucial. Additional skills include critical thinking, problem-solving, time management, organization, attention to detail, and adaptability. A strong interest in migration and human rights is also required.
