Job Purpose
The Programme Coordinator (Grant Management) is responsible for managing the Grant Management team, overseeing and coordinating Implementing Partner (IP) and Grant Management (GM) for IOM Mozambique. The role ensures effective and coordinated day-to-day implementation of specific grants and IP projects across all sectors, with a focus on the Rapid Response and Localization Fund (RRF) programme. The incumbent will oversee grant awards and capacity building of partners throughout the project lifecycle. This position requires the ability to manage staff, ensure compliance with donor requirements and IOM regulations, and contribute to strategic enhancements in grant management processes, including localization efforts. The role involves close coordination with various units and stakeholders to ensure timely and high-quality project delivery.
Responsibilities
Manage the Grants Management team, ensuring staff training and the integrity of grant processes. Coordinate the full grant cycle from opportunity identification to project closure, focusing on the RRF programme and ensuring compliance with donor and IOM standards. Liaise with relevant units to ensure timely, within-scope, and within-budget implementation, taking remedial action for delays. Oversee robust monitoring of grant activities and sub-grantees, assessing progress and addressing deviations. Maintain an updated information management system for all grant-related documents and ensure timely submission of quality reports. Coordinate capacity-strengthening initiatives for local implementing partners and provide technical advice. Establish and maintain effective working relationships with stakeholders, participating in relevant forums. Contribute to strategies for enhancing grant management and localization efforts. Ensure appropriate risk management and due diligence for partners. Coordinate and ensure timely submission of all reporting. Liaise with legal and procurement units for compliance. Integrate cross-cutting themes like gender, PSEA, AAP, and environmental considerations. Conduct field visits for monitoring and evaluation.
Work Experience
Demonstrated experience working with implementing partners, grantees, or third-party organizations. Experience in grants programming, civil society strengthening, and developing/managing capacity-building activities. Proven ability to build partnerships and coordinate with donor officials and cluster leads. Experience managing staff, preferably in complex crisis settings, and working within the humanitarian ecosystem.
Skills
In-depth knowledge of the IP/grant award cycle and IOM internal procedures. Ability to establish and maintain effective relationships with implementing partners and stakeholders. Familiarity with major crisis response sectors (e.g., CCCM, Shelter, WASH, Health, DRR). Familiarity with Information Management or Grant Management Systems. Strong drafting, coordination, and reporting skills.
