The Regional Data Hub drives data innovation for evidence-based decision-making. This role supports the RE2CLID programme, enhancing resilience for communities at risk of disasters and climate change impacts.
Job Purpose
The Disaster Risk Reduction and Early Warning Officer (Data analysis and information management) supports the design and implementation of data-driven initiatives to identify multi-hazard displacement risks, strengthen resilience, and inform early warning systems for anticipatory action in the East, Horn, and Southern Africa region. The role contributes to programmatic approaches that translate evidence into concrete interventions for disaster risk reduction and preparedness. It involves developing data science techniques to model displacement risks, supporting capacity development, providing strategic support to country offices, and developing regional analyses on climate-related mobility and displacement. The objective is to improve regional capacity to respond to and increase resilience against disaster displacement through strategic interventions at regional, national, and local levels, aligning with IOM's Climate Change and Migration Data (CCMD) Programme.
Responsibilities
The role involves providing technical expertise in DRR and Early Warning (EW) by supporting displacement risk modelling, utilizing geospatial and predictive analytics tools, and contributing to regional risk analytics and hazard monitoring. It requires maintaining technical knowledge and sharing it through workshops and training. The officer will contribute to developing and implementing a regional DRR and Anticipatory Action (AA) strategy, providing technical inputs to country offices, and aligning work with regional frameworks. Responsibilities also include supporting improvements to early warning systems, providing technical inputs on financing mechanisms, and offering operational support to missions, including information management and data standardization. The role serves as a regional focal point for displacement data issues, supports programme development, and engages in coordination with various regional and international bodies. Additionally, the officer will contribute to programme design, resource mobilization, policy development, and advocacy for DRR and AA integration.
Work Experience
Required experience includes work in emergency situations (complex emergency or disaster response) at an international level, humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, and climate change adaptation. Experience in implementing data analytics for DRR and EW programming, technical experience with early warning systems, and designing/delivering capacity development activities are also required. Familiarity with humanitarian coordination mechanisms, climate change impact modelling, climate data analysis, and resilience/adaptation strategies is necessary. Experience with advanced climate simulation tools and NLP/text analysis is beneficial.
Skills
Proven skills in geo-spatial statistical analysis and hands-on experience with tools like Python or R. Ability to understand complex contexts and fast-changing migration/displacement dynamics. Strong analytical skills for summarizing and communicating findings. Demonstrated ability to support multi-stakeholder data initiatives in migration, environment, and climate change. Experience supporting data-driven human mobility and climate change adaptation strategies. Ability to integrate economic and social dimensions of climate change, migration, and displacement into analytical approaches.
