Job Purpose
The Monitoring and Evaluation Officer will support all aspects of the RE2CLID project's Monitoring and Evaluation (M&E) and reporting requirements. This involves collecting, analyzing, and reporting data to enhance the resilience and self-reliance of displacement-affected communities facing climate change impacts in Southern Africa and the Indian Ocean. The role contributes to effective project implementation and accountability by ensuring robust M&E frameworks are in place and adhered to, coordinating with various stakeholders, and providing essential administrative and analytical support to project management and reporting processes.
Responsibilities
Collect, maintain, and analyze data for M&E activities. Compile and track reports according to donor, UNCT, and IOM requirements, including the Institutional Questionnaire (IQ). Assist in designing and implementing assessments, surveys, and operational research. Participate in monitoring and reporting exercises, liaising with donor/UNCT teams to document issues. Conduct preliminary analysis of findings and draft inputs for feedback mechanisms. Monitor project indicator status, including IOM Strategic Results Framework (SRF) indicators. Flag data quality or compliance issues to the Project Manager. Participate in field monitoring missions for data collection and risk monitoring. Provide administrative support to project management. Prepare inputs for project development based on needs analysis and IOM standards. Stay updated on IOM's M&E and Results-based Management (RBM) functions for compliance. Perform other assigned duties.
Work Experience
Significant experience in Monitoring and Evaluation (M&E) and reporting, aligned with donor and UN requirements. Experience in applying IOM/UN rules, regulations, and procedures. Experience with project development and donor liaison.
Skills
Strong reporting, writing, and research skills, preferably in M&E. Excellent communication and analytical skills. Demonstrated knowledge of data collection tool development, administration, and evaluation techniques. Strong interpersonal and teamwork skills. Proven ability to establish and maintain effective working relationships with diverse cultural and national backgrounds.
