Job Purpose
The Senior Project Assistant's primary purpose is to support the implementation, monitoring, and reporting of Camp Coordination and Camp Management (CCCM) related activities for the RE2CLID project in Madagascar. This role contributes significantly to IOM's mandate of promoting humane and orderly migration by enhancing the resilience and self-reliance of Displacement-Affected Communities (DACs) facing climate change impacts and environmental degradation in the region. By ensuring effective CCCM operations, the position helps to improve living conditions, service delivery, and protection for vulnerable populations in displacement settings. The assistant will work under the overall supervision of the Project Manager and direct supervision of the Project Officer, collaborating with various stakeholders to achieve project objectives and foster sustainable solutions for affected communities. This directly supports the RE2CLID project's goal of strengthening community resilience in Sub-Saharan Africa and the Indian Ocean Countries, ultimately benefiting those most impacted by climate-induced displacement.
Responsibilities
The Senior Project Assistant will independently lead and coordinate project implementation, monitoring activities to ensure adherence to established plans, and analyze implementation difficulties to recommend adjustments to modalities and work plans. Key duties include regularly researching, following-up, compiling, analyzing, and presenting information/data on national, regional, and international developments, reports, and legislation, highlighting noteworthy issues for appropriate parties. The role involves monitoring budget expenditures, verifying fund availability, and maintaining accurate records of approved project budgets and their revisions. The assistant will coordinate the financial, administrative, and technical aspects of the project in line with IOM policies and donor requirements. Capacity building is a core responsibility, involving planning, coordinating, and conducting workshops for relevant internal and external parties. The position requires participation in meetings and conferences, maintaining effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project. Furthermore, the assistant will coordinate the preparation of correspondence, briefing notes, presentations, and narrative and financial reports, ensuring timely submission. Identifying and documenting good practices and lessons learned, contributing to the development of Standard Operating Procedures (SOPs), policies, and concept papers, and supporting the development of new projects are also essential. The assistant will perform other related duties as assigned.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and non-governmental organizations. Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is essential. Prior work with international humanitarian organizations, non-government, or government institutions in a multi-cultural setting is an advantage. The role also requires experience with data collection and information management tools for camp profiling, site monitoring, and service mapping, as well as managing displacement-related projects, including site planning and service delivery.
Skills
In-depth knowledge of CCCM principles, standards, and operational frameworks (e.g., Sphere Standards, IASC guidelines). Strong understanding of displacement dynamics, camp management structures, and community participation mechanisms. Knowledge of humanitarian coordination systems, including UN cluster approaches and inter-agency coordination platforms. Familiarity with protection mainstreaming, accountability to affected populations (AAP), and gender-sensitive programming in camp settings. Strong communication skills (written and verbal) in Malagasy and French.
