Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. The RE2CLID project aims to enhance the resilience of displacement-affected communities in Sub-Saharan Africa facing climate change and environmental degradation. This role supports the project's Disaster Risk Reduction (DRR) activities in Madagascar, reporting to the Project Manager and Project Officer.
Job Purpose
This role is responsible for supporting the implementation, monitoring, and reporting of Disaster Risk Reduction (DRR) activities within the Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project in Madagascar. The project focuses on enhancing the resilience and self-reliance of communities affected by displacement, climate change, and environmental degradation in Southern Africa and Indian Ocean countries. The position requires close collaboration with various stakeholders, including IOM teams, government authorities, and partner organizations, to ensure effective project execution and contribute to the overall goals of disaster risk reduction and climate change adaptation.
Responsibilities
Independently coordinate and monitor project implementation, analyzing challenges and recommending adjustments to work plans. Research, compile, and analyze information on DRR developments, reporting findings to relevant parties. Oversee budget expenditures and ensure compliance with IOM policies and donor requirements. Plan and conduct capacity-building workshops for internal and external stakeholders. Liaise with local authorities, UN agencies, NGOs, and donors. Prepare correspondence, reports, and presentations, ensuring timely submission. Document best practices and lessons learned, contributing to SOPs and new project development. Supervise and train reporting staff. Perform other assigned duties.
Work Experience
Experience liaising with governmental authorities, international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, and internally displaced persons. Prior experience in a multicultural setting with international humanitarian organizations is advantageous. Experience in implementing community-based disaster preparedness and resilience-building initiatives, along with monitoring, evaluation, and reporting of DRR interventions, is required.
Skills
In-depth knowledge of DRR frameworks (e.g., Sendai Framework). Strong understanding of hazard assessment, vulnerability analysis, and risk mapping. Knowledge of climate change adaptation strategies and integrating DRR into development planning. Familiarity with community-based disaster preparedness and early warning systems. Experience coordinating with government institutions and UN-led DRR initiatives.
