Organizational Context
IOM, established in 1951, is a UN-related organization dedicated to promoting humane and orderly migration. The Immigration and Border Governance (IBG) Unit in IOM Egypt supports governmental authorities in enhancing border management capacities through training, equipment, and policy support. This role contributes to a project focused on integrated migration management and regional cooperation in the Southern Mediterranean.
Job Purpose
This consultancy aims to advance the digitalization of immigration and border management procedures within Egypt. The role will involve designing and delivering capacity-building initiatives, conducting targeted assessments, and providing technical guidance to Egyptian government officials, primarily from the Ministry of Interior. The objective is to enhance border management efficiency through the adoption of digital concepts, international best practices, and practical solutions tailored to the Egyptian context. This supports the broader project goal of fostering comprehensive migration governance, promoting cross-border cooperation, and enabling data-driven decision-making for safe, orderly, and rights-based migration.
Responsibilities
The consultant will design and deliver technical workshops for Egyptian government officials on digitalization in immigration and border management, adapting international best practices to the local context. This includes developing training materials and facilitating dialogue. The role involves close coordination with other national and international consultants to ensure aligned methodologies and outputs, supporting knowledge exchange and technical mentoring. The consultant will provide technical guidance on feasible, scalable, and secure digital solutions, considering legal frameworks, data protection, and institutional capacities. Recommendations will be proposed for tools supporting case management, risk assessment, identity management, and information sharing. All proposed approaches must align with Egypt's existing systems, priorities, and change management considerations. Duty travel may be required.
Work Experience
Requires 6-10 years of professional experience in immigration/border management or digitalization of public sector systems. Demonstrated experience supporting government digital transformation initiatives in migration or border management is essential. Strong experience in organizing and delivering capacity-building activities related to these fields is also required, along with knowledge of international standards and rights-based approaches.
Skills
Excellent writing and communication skills, with the ability to explain complex concepts to diverse audiences. Strong organizational skills, with the ability to manage workload and meet deadlines. Experience working with the United Nations is considered a valuable asset.
