Job Purpose
The Programme Officer (Return and Reintegration) in Ethiopia is responsible for managing, coordinating, and overseeing activities within the Migrant Return and Reintegration Portfolio. This role operates under the supervision of the Head of Programmes in Ethiopia and the Senior Programme Officer (Protection), with close coordination with regional and headquarters units. The purpose is to ensure the effective development and implementation of programmes that support migrants' return and reintegration, contributing to IOM's broader mandate of promoting safe and orderly migration and protecting vulnerable populations.
Responsibilities
The Programme Officer will oversee the development and implementation of the Migrant Return and Reintegration Programme, managing administrative, operational, and financial aspects. This includes providing guidance and technical supervision to staff, developing programmatic strategies, and addressing operational challenges. The role involves building and maintaining relationships with government authorities, UN agencies, humanitarian organizations, and other stakeholders to ensure successful programme implementation. Responsibilities also include identifying programme priorities, developing new projects aligned with IOM's objectives and donor interests, and ensuring timely and quality reporting. The officer will monitor programme progress, establish M&E frameworks, and ensure compliance with organizational policies and donor requirements. Additionally, they will coordinate with other programme units, manage data collection and analysis, and undertake travel for coordination and support. The role also involves supervising and mentoring programme staff, developing SOPs, and producing visibility materials.
Work Experience
Required experience includes migration issues, operational and field work, project development, management, and report writing. Experience in complex programme development and implementation for return and/or reintegration, including budget management, monitoring, and evaluation, is essential. Experience with similar projects at a global or regional level with a UN agency or international organization is an asset, as is experience in overseeing and delivering training programmes.
Skills
Key skills include strong programme coordination, team supervision, analytical and reporting abilities. The role requires the ability to establish and maintain effective working relationships with government authorities, donors, and partner organizations. Knowledge of return and reintegration programming and migration-related issues, including programme implementation and capacity-building, is necessary. Proficiency in MS Office suite (Excel, PowerPoint, Outlook) is also required.
