Organizational Context
The International Organization for Migration (IOM) in Addis Ababa seeks a National MEAL Consultant for a five-month contract. This full-time role involves on-site presence and potential travel to project sites. Job Purpose
The National MEAL Consultant will provide comprehensive monitoring, evaluation, accountability, and learning (MEAL) support to strengthen IOM's program decisions and reporting. This includes conducting field monitoring, assessments, and surveys; leading data quality assurance and information management; and supporting organizational learning through capturing lessons learned and contributing to reports. The role is crucial for ensuring the accuracy, reliability, and ethical handling of data, enhancing accountability mechanisms, and facilitating knowledge management to improve program design and implementation across key IOM projects in Ethiopia.
Responsibilities
The consultant will strengthen the mission's MEAL system by executing MEAL activities, ensuring data quality, accuracy, and reliability, and supporting reporting processes. Key duties include conducting field monitoring, implementing M&E tools, participating in studies and surveys, and drafting MEAL reports with recommendations. The role also involves supporting accountability oversight by facilitating feedback mechanisms and assessing beneficiary satisfaction. Furthermore, the consultant will contribute to organizational learning by documenting lessons learned, facilitating knowledge-sharing sessions, and promoting adaptive learning. Data management responsibilities include ensuring data accuracy, conducting quality assessments, maintaining secure storage, and preparing data summaries for decision-making and reporting, while adhering to donor standards.
Work Experience
Requires two years of relevant professional experience for Master's degree holders or three years for Bachelor's degree holders. Experience liaising with governmental and international institutions, UN agencies, and NGOs is necessary. Experience working with vulnerable groups and in multicultural settings is advantageous. Proficiency in building M&E systems, data analysis, and report writing is essential.
