Job Purpose

The incumbent will work under the supervision of the Global Programme Coordinator and the Senior Programme Support Coordinator. The primary purpose is to ensure sound financial planning, execution, monitoring, and reporting for the USRAP, contributing to the program's operational efficiency and compliance with donor requirements and IOM regulations. This role is crucial for maintaining the program's financial integrity and supporting its mission of providing resettlement opportunities to refugees worldwide.
Responsibilities
Key responsibilities include supporting the development and management of global USRAP budgets, including annual budgets, mid-year reviews, and financial projections. The role involves monitoring budget execution, ensuring compliance with IOM financial regulations and IPSAS, and identifying financial risks. This position is responsible for preparing, consolidating, and submitting financial and narrative reports to internal and external stakeholders, ensuring accuracy and adherence to donor requirements. Providing guidance and technical assistance to project managers and staff on budget utilization and financial reporting is essential. The role also involves documenting and updating USRAP-specific budget policies and procedures, maintaining financial record-keeping systems, and identifying process improvements for budget management and financial reporting. Furthermore, the incumbent will serve as a liaison with the U.S. Department of State's Bureau of Population, Refugees, and Migration (PRM) on budget matters and support internal and external audits.
Work Experience
Required experience includes international-level management in financial management, budgeting, and monitoring. Familiarity with USRAP program implementation and IOM's administrative and financial rules is essential. Experience in preparing and analyzing financial documents and reports is necessary. Substantial experience in IOM's administrative and financial management, budget monitoring, cash management, and internal control procedures is also required. Strong computer literacy, including advanced MS Office (Excel) and knowledge of IOM accounting systems, is crucial.
Skills
Strong analytical and financial modeling skills are essential. Knowledge of IOM/UN finance, supply chain, and HR rules and procedures, as well as IPSAS, is required. Excellent communication and interpersonal skills, with the ability to explain financial concepts to non-finance colleagues, are important. Strong organizational, problem-solving, and time-management skills are also necessary for delivering objectives effectively and working under pressure with minimal supervision.
