Job Purpose
This consultancy aims to develop advanced-level training materials for the Migration and Citizenship Service (MCS) in Armenia, complementing existing basic training and an online learning system. The consultant will review current legislation, Standard Operating Procedures (SoPs), and institutional practices to ensure the advanced materials are up-to-date and relevant. The goal is to further strengthen the knowledge and technical capacities of MCS staff, ensuring continuous professional development and effective service delivery in migration and asylum management. The role also involves preparing and delivering a "training of trainers" program to build capacity within the MCS's new training facility, ensuring sustainable and effective training delivery.
Responsibilities
The consultant will conduct an inception phase involving desk reviews of existing materials, legal frameworks, and SoPs, followed by interviews with key stakeholders to identify training priorities. A core responsibility is developing advanced-level training curricula and course materials, ensuring they align with recent legislative developments, updated SoPs, and institutional practices. These materials will be adapted for the Moodle learning management system, and assessment tools will be developed. The consultant will also prepare and deliver a "training of trainers" program for selected MCS staff, focusing on teaching methodologies. Throughout the assignment, the consultant will present draft materials for review, incorporate feedback, and ensure the final deliverables meet the project's objectives for enhancing MCS staff capacities.
Work Experience
A minimum of 5 years of experience is required, preferably in skills training, teaching methods, and curriculum development. Experience in designing, supervising, and implementing training curricula, conducting Training of Trainers (ToT), and working with public administration on migration management issues is essential. Experience with international organizations is an advantage, as is experience developing online learning content for Learning Management Systems like Moodle.
