Organizational Context
IOM, established in 1951, is a UN agency dedicated to promoting humane and orderly migration. This role supports the quality implementation of IOM’s health programming in Mindanao, specifically within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The position operates under the supervision of the Head of Sub-Office in Cotabato and project officers in Cotabato and Marawi.
Job Purpose
The Senior Project Associate (Safe Motherhood and Adolescent Health) is responsible for supporting the quality implementation of IOM’s health programming in Mindanao, with a focus on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This involves close collaboration with the Ministry of Health (MOH) – BARMM, provincial and city governments, and other governmental and non-governmental stakeholders. The role ensures the effective delivery of Safe Motherhood and Adolescent Reproductive Health (SM/ARH) initiatives in line with IOM standards, policies, and donor requirements. The position contributes to enhancing health services and promoting well-being within the target region through dedicated project support and coordination.
Responsibilities
Assist in the implementation of activities related to safe motherhood and adolescent reproductive health, including assessments, training, technical assistance, awareness building, and community engagement. Support collaboration and coordination with diverse government and non-government partners. Provide field-based operational support and technical assistance to local health counterparts on various health initiatives, including SBCC, referrals, and data quality. Monitor implementation progress, document lessons learned, and report to supervisors. Assist in integrating migration health considerations into family and adolescent health programs. Provide field-level data for monitoring, evaluation, and reporting. Participate in local health-related meetings and support the operationalization of Accountability to Affected Population (AAP) and PSEA frameworks. Undertake duty travel for program implementation and support public health emergencies.
Work Experience
Experience in program support, implementation, monitoring, evaluation, and coordination of public health activities. Experience assisting local government units and health offices in maternal and adolescent reproductive health is a distinctive asset. Experience in humanitarian or development operations, government social or health services, and liaising with government counterparts is required.
Skills
Proficiency in statistical software and data management tools. Excellent analytical, communication, research, and writing skills. Strong computer literacy, especially advanced Microsoft Office skills. Ability to conduct mentoring, feedback, and advocacy sessions. Familiarity with the BARMM context and health systems in Mindanao is highly desirable.
