Job Purpose
The National Supply Chain Officer will provide essential supply chain management support and guidance to IOM Missions globally, operating under the direct supervision of the Head of MSCU. This role is crucial for ensuring that IOM's procurement policies and procedures are consistently applied across all missions. The incumbent will supervise procurement support staff, deliver international operational procurement support, and offer expert input on procurement matters, contributing to the efficient and compliant execution of IOM projects worldwide. This position plays a key role in the advisory and back-office functions of the MSCU.
Responsibilities
Key responsibilities include supporting the development and implementation of procurement plans for various commodities and services, ensuring compliance with IOM and donor policies. The role involves providing operational supply chain support to field missions, reviewing and assisting with the preparation of bidding documents, and conducting complex procurement processes, including managing Global Long-Term Agreements. Maintaining updated vendor lists, providing support on IOM's ERP Oracle system for procurement, and preparing procurement reports are also essential duties. The officer will assist in reviewing and improving existing procedures, liaise with other agencies on collaborative tenders, and undertake field travel for procurement assistance as required.
Work Experience
Required experience includes procurement, logistics, international vendor sourcing, and contract negotiation. Proficiency in Oracle and Excel for data analytics is necessary. Strong organizational skills, the ability to manage multiple tasks under time constraints, and excellent English communication skills are essential. Experience within the UN system or a multinational organization is also required.
Skills
Proficiency in MS Office Suite (including PowerPoint and Excel for data analytics), knowledge of asset management, and effective negotiation skills are required. The ability to be accurate and detail-oriented is also a key competency.
