Organizational Context
The International Organization for Migration (IOM) is a UN-related agency dedicated to promoting humane and orderly migration. This consultancy is part of a project in Thailand aimed at enhancing migration health governance, specifically focusing on improving migrant access to health services in Tak province, a region heavily impacted by migration flows and health challenges.
Job Purpose
This consultancy aims to strengthen the Migrant Health Volunteer (MHV) engagement system in Tak province, Thailand. The primary objective is to review, formalize, and standardize the MHV training curriculum and develop an accompanying performance management framework. The consultant will assess existing materials, identify gaps, compare with global best practices, and create practical, gender- and rights-sensitive tools. The goal is to ensure MHVs are well-equipped with defined roles, competencies, and performance expectations to effectively support migrant access to healthcare and community-based health surveillance, contributing to a more sustainable and inclusive provincial health system.
Responsibilities
The consultant will deliver an Inception Report detailing methodology, workplan, and initial curriculum review. The second deliverable is a comprehensive package including a standardized, gender- and rights-sensitive MHV training curriculum, a competency framework, and a performance management system with monitoring tools. This phase also involves leading discussions on MHV financial sustainability. The final deliverable is a finalized curriculum and performance management framework, practical recommendations for MHV sustainability, supervision, and incentives, inputs for a replication toolkit, and a final presentation of findings to stakeholders. Performance will be evaluated based on timeliness, technical quality, relevance, accuracy, usefulness of recommendations, and stakeholder engagement.
Work Experience
A minimum of 10 years of professional experience is required in areas such as migration health programming, community health, health systems strengthening, health governance, or public health policy analysis. Demonstrated experience in capacity building for Migrant Health Volunteers, working with government health authorities, UN agencies, and INGOs, and specific experience in border health or migrant health contexts are essential.
Skills
Key skills include strong analytical and report-writing abilities, effective facilitation, and the capacity to work independently while coordinating with multiple stakeholders. Experience in participatory training design and facilitation is important. Knowledge of the Thai health system and the migrant health context is advantageous. Fluency in both English and Thai languages is a mandatory requirement.
