Organizational Context
The International Organization for Migration (IOM) has been active in Mauritania since 2006, supporting the government and civil society in migration management. This involves strengthening institutional capacity to address complex migration challenges, including the protection of vulnerable groups like children in transit and victims of trafficking. IOM's support, particularly through the RDPP program, has established specialized units within Child Protection and Social Integration Centers (CPISE) to care for mobile children and victims of trafficking.
Job Purpose
This consultancy aims to enhance the strategic, managerial, and supervisory capabilities of leaders and supervisors within Child Protection and Social Integration Centers (CPISE) in Mauritania. The goal is to improve coordination, technical supervision, and decision-making processes related to the Determination of the Best Interest of the Child (DBIC), legal guardianship, and alternative care solutions. Through technical mentorship, the consultant will support the integration of child mobility into strategic frameworks, strengthen capacity for quality child protection responses for mobile children, including unaccompanied and separated children, and harmonize national strategies with institutional practices.
Responsibilities
The consultant will analyze the institutional framework, supervision, and coordination mechanisms of CPISE for mobile children, including DBIC, legal guardianship, and foster care. This involves conducting monitoring visits to assess procedure implementation and coordination. The consultant will develop and implement a mentorship plan for CPISE leaders and supervisors, assist in creating an internal strategy to clarify roles and define an action plan, and support capacity building in technical supervision, decision-making, case management, and quality review. Training sessions and technical workshops will be organized, and tools and procedures for case management quality will be developed. Performance indicators will be established to measure intervention quality, culminating in a final report with recommendations.
Work Experience
A minimum of 7 years of professional experience in child protection is required. Proven experience in strengthening national institutions and providing mentorship or technical support to state actors or civil society organizations is necessary. Experience working with the United Nations on similar activities is an asset.
Skills
Strong planning, organizational, and analytical skills. Proficiency in training, coaching, and mentoring. Excellent communication and writing abilities. Fluency in French is essential; knowledge of Arabic and local languages is an asset.
