The National Project Officer (NOA) for Migration Management and Operations (MMO) reports to the Chief of Mission, leading the mission's MMO portfolio and ensuring strategic alignment with organizational objectives and migration governance priorities.
Job Purpose
The National Project Officer (NOA) for Migration Management and Operations (MMO) is responsible for leading the implementation of the mission’s MMO portfolio under the direct supervision of the Chief of Mission. This role ensures that migration management activities are strategically aligned with organizational objectives and migration governance priorities, supporting coherent and results-oriented program delivery. The position acts as a crucial link between strategic planning and operational execution, contributing to effective migration management within the mission. The officer is accountable for both strategic oversight and the day-to-day implementation of MMO activities, ensuring efficient and effective program outcomes in line with IOM's mandate.
Responsibilities
Coordinate and monitor operational, administrative, and financial aspects of projects, ensuring compliance with IOM policies and donor requirements. Assist in developing and adjusting work plans, budgets, and M&E tools. Collect, verify, and analyze data, updating information management systems and social media. Prepare and disseminate project reports accurately and on time. Liaise with donors, partners, UN agencies, local authorities, and government counterparts. Contribute to planning and delivering capacity-building activities for staff, partners, and communities. Attend relevant conferences and coordination meetings. Participate in preparing project proposals and communication products. Supervise and provide training to project staff. Undertake duty travel for project implementation, monitoring, and liaison. Perform other related duties as required.
Work Experience
Experience is required in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, and victims of trafficking is essential. Prior experience in project management, migration management operations, and operational planning is highly desirable. Experience in ensuring compliance with policies and donor requirements, and in monitoring project progress and reporting, is also important.
