Job Purpose
The Senior HRRD Liaison Officer will facilitate engagement between IOM Pakistan's Humanitarian, Resilience, and Recovery Division (HRRD) and the Government of Pakistan at the provincial level, including entities like the Provincial Disaster Management Authority (PDMA) and Planning & Development departments. The role is crucial for ensuring effective coordination, representation, and information exchange with government counterparts, humanitarian and development partners, and other key stakeholders. By establishing and maintaining strong working relationships, the officer will ensure clear communication and understanding of IOM's HRRD plans and activities. This position directly supports the Head of Sub-Office functions by contributing to the smooth operation and strategic alignment of IOM's humanitarian and recovery efforts in multiple districts within Sindh province, particularly in response to ongoing needs and disaster recovery.
Responsibilities
Key responsibilities include supporting IOM Pakistan's HRRD in liaison and representation with government counterparts and other stakeholders at the provincial/field level to ensure effective communication and understanding of HRRD plans and activities. This involves establishing and maintaining working relationships with relevant ministries, government departments, UN agencies, I/NGOs, and other key stakeholders. The role requires serving as a point of contact, participating in coordination meetings, and providing concise meeting minutes or reports. The officer will regularly share updates, ensure smooth information flow on IOM activities, and support the preparation of reports for government counterparts. Additionally, the role involves gathering and compiling information on partner priorities, analyzing information on gaps and developments, and preparing briefing notes, reports, and updates for senior management and external stakeholders. Maintaining databases, documents, and records, including a log of engagements, is essential. The position also includes assisting with administrative tasks, identifying and addressing potential liaison/coordination issues, and collaborating with colleagues to support project activities as needed.
Work Experience
Required experience includes liaison, coordination, humanitarian programming, or government engagement, with a demonstrated history of working with government institutions, preferably at the provincial level. Experience in humanitarian, recovery, or resilience programming is highly desirable. Strong experience in drafting reports, briefing notes, and official correspondence is essential. Familiarity with Sindh Province and its coordination structures is considered an asset.
Skills
Essential skills include excellent communication, representation, and coordination abilities. Strong analytical and information management skills are required, along with the capacity to manage multiple tasks in a complex, multi-stakeholder environment. Proficiency in Microsoft Office Suite, strong organizational and documentation skills, and the ability to work effectively in a diverse team are necessary. Good knowledge of the UN working system and strong computer literacy, particularly with database tools and online platforms, are also important.
