This role supports nearly 3000+ staff members globally, operating under the Chief of Manila Human Resources Operations and the Payroll Manager.
Job Purpose
The Payroll Officer (International Payroll) is responsible for supervising a team of payroll professionals to ensure the high-quality and timely processing of international staff payroll and entitlements. This includes managing payments, accounting for payroll, and year-end closure tasks. The role ensures compliance with IOM HR and financial regulations, policies, and rules. Additionally, the officer assists the Payroll Manager in leading, managing, and developing the payroll team, emphasizing the ability to find pragmatic solutions and meet deadlines under pressure to support the organization's mission.
Responsibilities
Leads and manages the international staff payroll and entitlements processing team, ensuring compliance with policies and the payroll calendar. Manages global off-cycle and advance payments. Develops and implements new payroll procedures, guidelines, and system enhancements to drive operational efficiencies. Establishes monitoring mechanisms for internal controls in global payroll and reports on them. Serves as the focal point for resolving cross-functional payroll matters with various departments and external partners like UNJSPF and La Mutuelle. Assists the Payroll Manager with audit queries and recommendation implementation. Identifies risks, communicates with stakeholders, and proposes alternative solutions. Implements, measures, and reports on Service Level Agreements, ensuring prompt issue resolution and staff training. Contributes to complex business projects to enhance global payroll processes and efficiency. Manages payroll operations in the absence of the Payroll Manager, ensuring consistent service delivery.
Work Experience
Requires at least five years of experience in HR or finance/accounting, preferably in an international setting. Experience with integrated HR management and payroll systems (like Oracle) is necessary. At least two years of managerial responsibility in a large, complex international organization is required. Experience in global payroll management across multiple countries and currencies, and within the UN payroll environment, is advantageous.
Skills
Strong managerial and leadership skills. Thorough working knowledge of HR payroll systems, procedures, salary calculations, and accounting. Excellent judgment and integrity. Demonstrated ability to work effectively in a team with diverse individuals. Gender awareness and sensitivity. High level of computer literacy. Familiarity with ERP environments is an advantage.
