Job Purpose
This consultancy role is crucial for the effective implementation of projects within the IOM Protection Unit (PXU). The primary purpose is to provide comprehensive support in monitoring, evaluation, documentation, and reporting for all PXU programs, which focus on return and reintegration, counter-trafficking, safe migration, and peacebuilding initiatives. The consultant will ensure that project performance, outputs, and outcomes are systematically tracked, assessed, and reported accurately and timely, adhering to IOM policies, standards, and donor requirements. This contribution is vital for accountability, learning, evidence-based decision-making, and continuous improvement across all project interventions, supporting the PXU's mandate to manage migration effectively and humanely.
Responsibilities
The consultant will undertake comprehensive monitoring, reporting, documentation, and evaluation of project activities. This includes contributing to the design and implementation of assessments and surveys, coordinating data collection, compilation, and analysis for various project phases. A key responsibility is drafting high-quality internal and donor reports (monthly, quarterly, final) and maintaining monitoring databases. The role also involves supporting proposal development, refining M&E frameworks, and developing project dashboards. The consultant will analyze M&E findings to inform internal guidance and track progress against strategic indicators. They will identify and escalate data quality issues, stay updated on IOM's M&E functions, and contribute to UN data processes. Coordination with government authorities, UN agencies, and NGOs is essential. The consultant will monitor partner performance, conduct field visits for data collection, and perform other assigned duties, with frequent travel to project sites being a mandatory component.
Work Experience
Required experience includes proven expertise in Monitoring & Evaluation (M&E) and reporting, aligning with donor requirements. Experience in data collection, statistical analysis, conducting evaluations, and developing/maintaining dashboards is essential. Experience with field-level data collection and analysis, compiling reports for donors and stakeholders, and liaising with diverse project stakeholders (government, UN agencies, NGOs) is highly valued. The ability to work independently and meet project timelines is crucial.

Proficiency in M&E frameworks, data analysis, and dashboard development. Strong ability to draft clear, concise, and well-structured quality reports.
