As the leading UN agency in migration, it collaborates with governmental, intergovernmental, and non-governmental partners. This role sits within the Country Office (CO) in Algiers, Algeria, reporting to the Chief of Mission and Resources Management Officer, and collaborating with regional and HQ ICT departments.
Job Purpose
The ICT Officer is responsible for supervising and coordinating all Information Technology and Communications (ICT) operations within the Country Office (CO) in Algiers, Algeria. This role ensures that ICT requirements are met efficiently and accurately, aligning with IOM's global ICT strategy, policies, and standards. The officer acts as the primary ICT liaison for the country office, facilitating collaboration with various stakeholders, including IOM programs, government bodies, donors, UN agencies, NGOs, and service providers. The position involves providing technical support, training, and implementing strategic ICT initiatives, contributing to the overall operational effectiveness and digital innovation within the country office.
Responsibilities
Supervise and coordinate the country office's ICT unit functions, ensuring timely and accurate requirement fulfillment and efficient resource allocation in line with IOM's ICT strategy and standards. Facilitate collaboration with country office management and operations to deliver appropriate ICT solutions and services. Serve as the main ICT business relationship contact for internal programs, global cybersecurity, government bodies, donors, UN agencies, NGOs, and vendors, monitoring service delivery and digital innovation. Provide technical support, train staff, and manage ICT operations, escalating complex issues as needed. Contribute to ICT documentation, including standard operating procedures, business continuity, and disaster recovery plans. Liaise with supply chain for ICT procurement, ensuring technical specifications meet standards. Act as the first line of cybersecurity defense, implementing security controls and ensuring compliance with IOM's global cybersecurity program. Represent the country office in UN ICT working groups and participate in inter-agency initiatives.
Work Experience
Required experience includes overseeing and managing Microsoft Windows and Serverless networks (LAN/WAN), first-level network/desktop support in a large international organization, and supervisory roles in ICT functions within international organizations or agencies, particularly in challenging field locations. Experience in planning, designing, implementing, and maintaining computer information systems, cybersecurity compliance, database systems, and web-based development is also necessary. Familiarity with Microsoft 365 cloud applications and experience advising senior managers on systems development are beneficial.
Skills
Strong oral and written communication skills, with the ability to effectively communicate with business leaders and non-technical staff. Proficiency in Windows Operating System, Network/Systems administration, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP, MS Office 365, and Antivirus Software. Knowledge of web-based development, GIS, or mapping tools is advantageous. Demonstrated ability to work independently, take initiative, and achieve high-quality results. Ability to handle confidential data professionally and train individuals effectively in a multicultural team environment.
